1. 中化商务有限公司（招标代理机构）受中化能源科技有限公司上海分公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

详见招标文件第八章《货物需求一览表及技术规格》。

2. 有兴趣的潜在投标人可从中化商务有限公司得到进一步的信息和查阅招标文件。

*3. 对投标人的资质业绩要求：

1) 投标人具有有效的营业执照（国内投标人）/企业经营许可证明文件（国外投标人）。

2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。

3) 投标人在中国境内近三年没有不良业绩记录或严重质量问题，否则其投标也将被否决。

4) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。

5) 投标人必须是制造商或制造商的销售分支机构或集成商。

证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章；若为制造商的销售分支机构投标，需提供投标人与制造商的关系证明材料加盖投标人公章，视为制造商投标，投标时可提供制造商的资质证书及业绩作为证明材料；若为集成商投标，投标人需提供集成商资格声明加盖投标人公章。

6) 业绩要求：2017年1月1日至今（以签订合同为准），投标人所投产品在中华人民共和国境内丙烯腈/ABS项目或废酸再生项目至少具有2台磁力泵（介质含硫酸）的应用业绩；

证明材料：投标人必须提供相应业绩的合同、技术附件等，其内容至少应包括项目名称、用户名称、规格型号参数、签订日期以及签署和盖章页等。合同、技术附件等证明文件不清晰或未提供均视为无效证明。

7) 本项目不接受联合体投标。

招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

4. 有兴趣的潜在投标人可于2023年6月20日至2023年6月28日每天（节假日除外）8:30至17:00时（北京时间）在下列地点网上报名和下载招标文件，平台使用及技术支持费为2000元人民币或300美元。任何未在中化商务有限公司进行报名和下载招标文件的法人或其他组织均不得参加投标。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

(Details shall be found in Section 8 Schedule of Requirements and Technical Specifications.)

2. Interested Potential bidders may obtain further information and refer to Bidding

documents from Sinochem Commerce Co., Ltd.

*3. Qualification and Performance requirements to the bidders:

1) The bidder must have a valid business license or business license certificate.

2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the account is opened within 3 months before the bid opening date.

3) The bidder has no bad performance record or serious quality problems in the recent three years in China, otherwise his bid will also be rejected.

4) The bidders shall successfully register on China International Tendering Website (hereinafter referred to as bidding.com , website: http:// www.chinabidding.com) before bidding.

5) The bidder must be the manufacturer or the sales branch of the manufacturer or the integrator.

Supporting materials (bound in the bid document): the bidder must provide the manufacturer's qualification statement stamped with the bidder's official seal; if the bid is for the manufacturer's sales branch, the bidder must provide proof of the relationship between the bidder and the manufacturer stamped with the bidder's official seal, which is considered as the manufacturer's bid, and the manufacturer's qualification certificate and performance can be provided as supporting materials when bidding; If the bidder is an integrator, the qualification statement of the integrator shall be provided and affixed with the official seal of the bidder.

6) Performance requirements：

January 1, 2017 to present (subject to contract signing time), the bidder's products should have at least 2sets magnetic pumps (medium containing sulfuric acid) application performances in the acrylonitrile/ABS project or waste acid regeneration project in the People's Republic of China;

Supporting materials: The bidder must provide the contract and technical attachments with corresponding performance, which shall at least include the project name, user name, specification and model parameters, signing date, signature and seal page, etc.If the contract, technical annexes and other supporting documents are not clear or not provided, they shall be deemed invalid.

7) The Joint Venture bidding shall not be accepted in this bidding project.

The bidder and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
